They say in “Kiswahili” proverb, that “Kikulacho

Kinguoni mwako” translated as, the one who

betrays you, is the person very close to you, as

Bungoma County Governor Wicliffe

Wangamati’s impeachment engineers turned

out to be his own close trusted lieutenants

working with his enemies .

The Bungoma County Assembly assistant clerk

Francis Simiyu was arraigned before Nairobi’s

Senior Resident Magistrate Hon C. Mwaniki at

Kibera Law Court, where he was charged with

two counts of stealing and handling stolen

property, contrary to section 268 (1) as read

with the 275 of the penal code and section 322

(2) of the penal code where he Pleaded not

guilty and freed on a lenient bond.

Through preliminary investigations by Director

of Criminal Investigations based at Nairobi

Area, Detective Peter Orwa, the accused who is

the County assistant clerk is believed to have

stolen confidential documents with an intention

to share with the Bungoma County opponents,

in a bid to engineer a move leading, to a motion

of impeachment before the County Assembly.

The Hawk eyed Nairobi based Detective Peter

Orwa during investigations conducted secretly

found out that, one of the trusted staff of

Governor Wangamati played a crucial role with

the opponents in scheming to impeach the

Governor by breaching the Assembly protocols

in acquiring Committee sensitive documents

and illegally surrendering the documents to

activist Barasa Kundu with a mission to move a

motion intended to impeach the Governor, on

grounds that have no concrete prove but mere

allegations of the abuse of office and

misappropriation of County funds which cannot

be proved through the stolen County

documents.

The accused who was arrested on Wednesday

12th August 2020 in Bungoma and Charged at

Kibera Law Court Nairobi County, was freed on

a bond of 50,000 surety of the same or a cash

bail of 30,000 Kenya shillings pending the trial.

It is alleged that the 07th day of July the year

2020 at the County Assembly of Bungoma

office in Bungoma South sub County within

Bungoma County, jointly with others not before

the Court, stole one original spring file

containing budget responses of the 2020 to

2021 for public administration and ICT, the

property of Bungoma County Assembly.

In a separate charge the County officer second

in command at the Bungoma County Assembly

through preliminary investigations by DCI

Detective Peter Orwa based at Nairobi area,

discovered that the said document in dispute

was only accessible by the accused and the

County Committee by virtue of being a member

who seats in the county crucial Committee as

the chair and also signed the document in

dispute while receiving it from the ICT

committee for safe custodial, but instead went

against ethics and conspired with the external

forces to scheme against the County Boss and

other County executives with intention of

impeachment against Governor Wangamati.

The accused Francis Simiyu was also charged

with being in possession of a stolen property

belonging to the County Government of

Bungoma, where it is alleged that on 06th

August the year 2020 at total petrol station

along Langata Road within Nairobi County

Kenya, the accused dishonestly received stolen

goods belonging to the County Government of

Bungoma.

Nairobi Area based DCI Detective Peter Orwa is

yet to complete his investigations as the

accused accomplice is scheduled to report to

the Director of Criminal Investigations

investigating Officer Peter Orwa in fortnights

with possibility of pleading to various charges

and consolidation of the files.
